Design Notes
This variant was designed by Allan Calhamer (the inventor of Diplomacy)
and was included in the 1961 edition of the game. Later, it was revised
by Mr. Calhamer with Fred C. Davis, Jr., one of the legends of postal
Diplomacy play.
